1380	ppSim does not apply recipe values from camera config	bills	eugene	"recently simtest has been having memory problems creating the simulated images. It was attempting to add too many stars.
Changing the value for STARS.SIGMA.LIM in simtest/ppSim.config had no effect.

It turns out that the values in the camera specific recipe file are not overriding the values the default recipe file recipes/ppSim.config

The value in the default recipe file was 0.1 
I've bumped that to 1 which fixes simtest.

The application of the camera specific recipe should be fixed as well."	defect	new	normal		ppSim		normal
