Added ftpsrequest a new program for creating postage stamp request files.
It is similar to pstamp_request_file but it uses a minimal number
of perl modules.
Some users may find this easier to get working than the other scripts
which more stuff from the ipp distribution.
However this does require that the FTOOLS program ftcreate be
in the users's path.
