Add directory containing tools that bills finds useful.
Initially this consists of concat smf to combine all of the detections in a
camera stage smf into one big table.
And detectToMeasure which given a set of parameters finds corresponding measurements
in the SAS 39 dvo catalog. These are being used to debug PSPS in SAS 39.
