psLib make install installs despite no changes — at Initial Version

Description
if I run make && make install in psLib, then run it again, psLib will install a
bunch of header files again. this means if I want to run a sequence of make
steps (eg, psLib, psModules, psphot, psastro, ppImage), they will all always
have to recompile everything because the psLib header files changed. is it
possible for autoconf/etc to set the makefile targets not to install unless the
dependencies have actually changed?
