• MEH: ippc35.1 export raid got wiped -- setting down in processing so stamps/updates don't get borked by it

• MEH: leap second (20161231/20170101) setup for ipp-20141024 nightly processing today
  • appears previous leap sec wasn't actually merged into the ops tag, so fixed also
  • only changing ipp-20141024.lin64/share/pslib/tai_utc.dat, so copy from ipp-20141024/psLib/share after copy original to tai_utc.dat.old161231 -- appears to be config/metadata with psLib.time.tables.files read in only for src/astro/psTime.c and not compiled directly
  • updating ~ippmops, ~ippqub as well
