I would suggest that the basic 'simple/format.config' file should contain default values of
CELL.XBIN STR 1
CELL.YBIN STR 1
under the
TRANSLATION METADATA
section in case CCDSUM is not set in the header. Generally for images that don't have CCDSUM set assuming a 1x1 binning is a perfectly reasonable assumption.
