background model should not use a small fraction of superpixel at edges

Description
the background model currently attempts to measure the background from the superpixels, placing the remaining pixels at the edge in a single superpixel. These usually fails since there are too few pixels. It would be better for the edges to use more pixels than a normal superpixel rather than fewer.
