it is difficult to revert failed chip cleanup runs

Description
if, for example, you attempt to 'cleanup' runs which must be 'scrubbed', they will all fail: chipRun.state will be set to error_cleanup and the chipProcessedImfile.data_state will be set to 'error_cleanup'. it is difficult to reset these values in bulk. chiptool -updateprocessedimfile -set_state requires a class_id. maybe more filter options in for -updateprocessedimfile would solve this.
