chiptool needs method to delete uninitiated runs

Description
we need to have a method to clean up mistakes in the db. runs in the state of 'new' with no output chipProcessedImfiles can simply be deleted, if desired, by deleting the corresponding chipImfile entries and then deleting the chipRun entry. Better to have a chiptool method to do this rather than force users to do it in the db (more dangerous).
