publication should store files in nebulous not in datastore/dsroot

Description
Currently the publications system copies files into the data store directory. It should instead store the files in nebulous and use the dreg option to link back to files in nebulous.
(When it does this I suggest being clever about the file names so you don't end up with ugly filenames)
