ADD (Ver 5) psTime Table Possibly Missing Entries

Description
When compared to the earlier ADD version (Ver 4), the TAI/UTC conversion table
in section 1.2.1.3 has shrunk. The previous version had more entries, and
equations for predicting times earlier than 1972. Since this had a wider range
of information shouldn't it be used instead?

Should be fixed in SDRS-07 and ADD-06 (7 September 2004).

Yes, I removed everything prior to the institution of UTC in the table that's
quoted, but included a link to a table that has estimated values from 1900 to
the present (under "Universal Time"). This table also has the pole coordinates.
Towards the bottom of the section on "Universal Time":
For dates within the range of the table, the value for the offset
between UTC and UT1 shall be derived from linear interpolation between
the nearest entries in the table. For dates earlier the range of the
above table, a warning shall be generated, and the values calculated
from a different table (an estimate, instead of observations),
