Description
In SDR-13 section 6.1.2, the data type psTimeType specifies a PS_TIME_TT but
never defines the meaning. ADD-09 section 2.2.1.7 refers to a terrestrial
dynamic time. Is this what is referred to as PS_TIME_TT?
