Description
I am submitting my current working version of psMinimizeLMChi2 and associated
functions. There are some modifications relative to the cycle 6 code noted at
the top of the file. This function implements the gain factor defined in the
latest ADD. It also implements the paramMask argument and the
psMinimizeGaussNewtonDelta function specified in the SDRS.
