Default Units of measure for angles.

Description
If no units of measure is given for an angle, can I assume radians or degrees?
In particular, is the lat/long in psObservatory to be degrees or radians?

All internal angles should be in radians. That is, one should assume that any
external values (which might possibly be in degrees) will be converted to
radians before plugging in to psLib.
This necessitates a change to psImageRotate, which previously specified degrees
as the units (and was the only one to do so as far as I can tell).
Updated the SDRS.
