Add 'pkg-config' to required libraries and 'extlibs.tgz'

Description
Some systems, in particular a clean install of Mac OS X, don't have 'pkg-config'. Thus, I suggest that 'pkg-config' be added to the 'extlibs.tgz' library.

I have marked this as a minor bug because 'pkg-config' is not explicitly listed in the list of dependencies nor checked for by 'pschecklibs' and so the installation fails in a surprising way for the installing user. I have give the URL for v0.22 above as it appears to be the latest (Aug 2006), although I have v0.21 on my Mac OS X PowerBook G4 (10.4.10).

pkg-config is now tested for and installed by pschecklibs.

pkg-config is a hard requirement for building just about everything in the dependency chain beyond pslib. I'm actually amazed that OSX doesn't include it by default. We should be able to work with at least v 0.20 and probably earlier although obviously we should include the latest version in the supply ext. deps.
